Convert PSD files to WordPress

I'm looking for a very experienced and skilled WordPress designer/developer who has experience converting PSD files to a custom WordPress theme. Unfortunately, my last developer didn't do a good job for this project as he did the lazy way by using [login to view URL] to create every page and the contents all in pure HTML. Please don NOT do it this way if you are applying for this job because I want a custom WordPress theme based on the PSD files I sent to you, not using a default WordPress theme and then customise it from there.
This is how I need you to do it:
1. Slice the PSD
2. Coding Bootstrap on PSD to make it responsive
3. Creating the index and style css
4. Lastly break the [login to view URL] file according to the WordPress framework structure
5. Create a Genesis framework so I can easily work with user-friendly editor
Basically, what I need you to do is to create a custom WordPress theme based on the PSD files, retaining all the design structure.
