Convert charset encoding from Windows-1250 to UTF-8 with PHP

I have a .txt file stored on FTP on a web server. It has Windows-1250 charset and I would need you to convert it to UTF-8 while retaining proper characters. You may see a sample of this file attached below and also a screenshot of how it should look like after conversion (extra marked problematic characters).
As a proof that code indeed works, I suggest that you simply integrate input file ([login to view URL]) and output file (converted into UTF-8) into script, so it will save a UTF-8 converted file into the same folder on FTP. That way I will be able to test it.
Here is a hint on how to do the conversion in Notepad++:
Try to open [login to view URL] Notepad++, go to Encoding -> Characters set -> Central European -> Windows-1250. Characters should now display properly. Then go to Encoding -> Convert to UTF 8 Without BOM. That's it, UTF-8 with proper characters.
