PSD to Wordpress + Bootstrap + WC3 Validated + Responsive

I have a one pager type of website designed in photoshop.
I need it coded into bootstrap, html5, and validated WC3 as well as responsive design for phones and tablets.
The final code will than be turned into wordpress. Everything must be validated!
This website must include animation such to this look:

Also the menu will follow you and depending on where you are on the page the menu needs to show you which page you're on at the top as well.
However, on ours we want the navigation to scroll with the user but the thickness to be shrunk and the logo to be shrunk as well. I can provide a smaller logo so it looks good when it scrolls down, the transparency will be at 80%.
Everything will have some sort of rollover effect, which some are highlighted already in the .PSD. I will clearify these as we progress with the coding stage.
*Animation is mandatory.
* Use of the same text font and spacing as well as font color is mandatory. I will send you the font if you don't have it.
When the user select a plan it needs to slide over to the right and display the sign up form, there will be TWO different forms, each, in which will display different fields and when they hit submit it needs to send me an email and direct them to a PayPal link that I will supply. *Upon them paying I need a page that I provide with same look that is basic text about thanks for ordering and please wait 24 hours for it to be set up.
* FAQ portion, this part will open in the design format I have created in the .psd that will display FAQ's exactly how I want them to look and easy to edit.
*The FAQ/visit website portion below the pricing parts will have a rollover effect.
*Pricing table must be easily able to add more/less information.

You must upload it all to my server and work on my server.
