Re-Write of Existing Website

This is a re-write on an existing website. I have 90% of the new design bit the project will still need design skills/talent as several pages have not been done or will need modifications.
The site list facts and performance data for several thousand companies. You'll need to write the admin section that updates the database on a quarterly basis. In addition to updating the files there needs to be a routines that will rank each of the companies by different performance factors. IE. fastest growing by percent and by dollar amount etc.etc.
The update will also need to create static pages for every possible page as the data does not change in between quarters. The exception is for companies that want to edit the data for their company. That routine must also be written and any pages that were modified will need to be recreated.
Google charts and maps will also be used and you show be familiar with them. There are only 5 or six pages pert company but again several thousand companies. There are also some pages that reflect all company data in total and by region.
I want a person or team that has time and talent available right now. I don't want to wait while you service other clients on other projects. We'll need to set a strict timeline for completion of the project. I will be flexible if I know that you are actively working on it but if not... I'll have wasted a lot of time and you'll not be paid.
I want to end up with a very clean site that works extremely fast. Can you do that?
If so please bid and tell me why. The max bid I'll accept will be at $2000. Those that bid higher will have a tough time of winning.

You will also be responsible for a mobil version of this site. The pages will be scaled down for optimum viewing on iphone/ipad devices.
