Publish random tweets from list of tweets

Hello, I need a php script where I can add a list of tweets, and the script will post 1 tweet randomly from the list to my twitter account.
I am a programmer but I can´t do it myself because I dont have the time.
Parameters:
1- I need to be able to add to the script a list of URLs and text for the tweets. You can save this on a mysql database, a local file, or directly in an array in the php file. I dont care. As I am a programmer I´m confortable editing files.
3- The script must use OAuth. So when I´ll use it I´ll go to the twitter website and give the script permissions to access my account.
4- I must be able to change the twitter app details because I want to use my own twitter app for the script.
Maybe through changing a variable or constant in the php script.
5- This is for my internal use and I will execute the php script using cron jobs, so every time the php script is loaded in the browser a tweet should be published, so I dont need a pretty user interface. I´m fine if you create just a blank page and display just a message letting me know the tweet was sent or if there was an error.
6- The URLs will be passed in full. So you have to use a shortener before sending the tweet. I want you to use [url removed, login to view] as it´s free and reliable.
I have used other shorteners and they suddenly get marked as spammy and all my tweets are ruined. [url removed, login to view] has proven to be reliable.
7- Keep track of the tweets sent. I dont want the script to be repeating tweets if there are more tweets that haven´t been posted yet.
So, save somewhere the tweets already posted, and before publishing the tweet verify it´s not in that already posted list, if it is, select another random tweet.
We can repeat tweets until we have posted all the tweets.
8- Take your time to bid. Please consider my parameters and bid only if you can do this. Include in your bid how many time you need and examples of your previous projects related to the twitter API.
9- Start your bid with "Hola José. He leído tus requisitos." so i can make sure you actually read this.
Budget: $20. This is a really easy project for someone who has experience working with the Twitter API.
I´ll start soon the development of a twitter-focused startup and if you show me you´re a good programmer I can provide you more work in the future. I´m looking for a long-term relationship.
