Redesign of Existing ECommerce Site

Seeking competent developer to redesign/enhance an existing ECommerce site that sells bodybuilding supplements with a robust, full version ECommerce CMS and new front-end design (no Flash). The current shopping cart is CubeCart v. 4.2.2.
Work must be done without disrupting current activity/transactions.
Site must be designed with SEO best practices in mind and full payment method integration.
Willing to switch to a more robust Ecommerce software platforms ie. Magento). The site must be designed using PHP
This is a multi-phase phase project.
Phase 1: Front End re-design - revisions until i am satisfied with the look.
Phase 2: A) back-end integration of new CMS offering better navigation. Checkout process must be streamlined to ensure the minimum steps to a transaction. Should have a flexible shopping cart that allows cross selling and up selling features. Should allow for guest and non-guest checkouts, etc. CMS should allow for buy 2 get 1 free specials, coupon codes, etc. I am willing to get your recommendations on the best CMS for this. Currently i am considering Magento.
B) integration with existing merchant account and paypal account.
Phase 3: Addition of various modules and scripts (ie. LIVE Chat, facebook & twitter links, [url removed, login to view] verified merchant logo, etc)
