cPanel batch account creation script

The task is to write a script to automate the creation of a website in cPanel
hosting environment.
Input format: CSV file with the following columns
primary domain, optional secondary domain, username, password,
use mysql (Y/N), mysql db name, mysql username and mysql password
Mysql db/user creation must be optional for each site
Each site should be configured to use remote nameservers, not the nameservers in this cPanel.
Script can be perl, run at command line with local file input, or it can be web page php with uploaded input file
Interface can be cPanel XMLAPI, or perl LWP::UserAgent or anything else which gets the job done,
but I don't know how to drive scripts in python or ruby etc, so please stick with perl or php.
