Design of Outdoor Sign LED VIDEO(repost)

I'm in the process of purchasing 2Pcs-6x20Foot LED Video reader boards. I need to have a Outdoor Sign (free standing) designed to be able to place the reader boards into the sign. I do not want to be limited to the creativity of just one designers ideas since this is a large expense for me.
On the other hand, I know that RAC will not allow the coders, designer to create projects unless they are paid, and understandibly. So as not to be limited to one artist work, I may select several RAC members to work on this project so as not to be limited to only one persons ideas. This selection is dependant on previous work that you supply links for me to examine the quality of your work.
The details are height not to exceed 32feet max.
The sign will be sitting near the edge of a Highway and be read from both directions, and looking vertically down on the sign, the 2 reader boards would be touching at the front end, and seperated at the rear to allow better readibility from both directions. Also the "B" in Best and the "N" in Pawn (see logo bestpawn .com ) could hang over the edge on both sides to breakout of the edges of the sign. The LED reader boards should be placed near the upper portion of the sign, and I would like to incorporate the LOGO of BestPawn .com into the sign just below the LED reader Board.
Also, tradionally the Pawnbrokers Logo is three brass or gold colored balls. We are a clean image pawnshop that is more modern, but I would entertain the idea of incorporating the 3 balls into the lower portion of the sign someway.
My thought is to create 3 circular holes placed vertically in the sign that would allow site through the sign.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
