Crowdsourcing website

We are looking to build a crowdsourcing website. There are 2 'portals' - one for clients (i.e. those who need work done), the other for professionals (i.e. those who can do the work).
From a clients perspective they would:
1. Visit website
2. Post a job
3. Fill out form for brief
- e.g. for copywiriting, web design etc.-
- Register their details
4. Brief is posted on the website
5. Professionals then bid for jobs and submit a reverse brief (i.e. description of how they would complete the job)
6. Clients choose from bids (may choose top bid or choose a variety of bids - add to basket)
7. Pay for items in basket. -Payment includes booking fee + bid prices (sent to us for holding)
8. Clients open channel of communication with creatives who were chosen
- This communication is only conducted through our website and parties cannot share personal details with each other)
9. Professionals send completed work to clients
10. Clients then sign off on work as “approved” or “done”.
11. Payment is released from us to professionals.
From a professionals perspective:
1. Visit website
2. View jobs
3. Register business details and create a profile page.
- Register their details
- They will be able to display jobs they have completed. Clients will be able to rate the jobs the professionals have completed for them.
4. Professionals bid for jobs and submit a reverse brief (i.e. description of how they would complete the job)
6. Clients choose from bids (may choose top bid or choose a variety of bids - add to basket)
7. Pay for items in basket. -Payment includes booking fee + bid prices (sent to us for holding)

The website will also have the standard content pages such as contact us, about us, how it works etc.
The website needs to accomodate: video upload, image upload, file transfer etc.
We need a CMS in order to manage the website content very easily and to also mantain our clients and professionals database for marketing purposes.
We have set up the domain names. We dont require web design, just the web development aspect of it i.e. the structure of the website.
May be ideal to use Drupal tools to build as this may save on costs.
Happy for suggestions to be made on how to best achieve this.
We need to make this web site as simple as possible to use.
