1. GENERAL INFORMATION

1.1. Summary description: [url removed, login to view] is an electronic healthcare industry publication. This is a request for proposals to increase conversion rates of subscription and product sales.

1.2. Comprehensive solution: This is a request for a complete solution, including all efforts, activities, documents, code, advertising, software and any other efforts or materials needed to accomplish objectives.

1.3. Objectives based solution: This is a request for a proposal that meets certain objectives. Payment is based on performance against these objectives, as indicated by accepted deliverables. Payment to successful bidder is based on acceptance of deliverables by MM team, not submission of deliverables by vendor. See section 2 for more information on deliverable review process.

1.4. Complete proposal required for consideration: All information and materials in this RFP must be submitted, in one electronic message, before any bid will be considered for award.

1.5. Bid award process: Once bidding period has ending, buyer team will evaluate any complete proposals. Incomplete proposals will be disqualified. Buyer may ask bidders to clarify or modify certain parts of proposals during or after the bidding period before contract award. Buyer may enter into a Best and Final Offer (BAFO) process with multiple qualified bidders, with the project awarded to one bidder at the conclusion of the BAFO process.

2. TECHNICAL AND BUSINESS INFORMATION

2.1. Platform info: [url removed, login to view] is delivered using a Content Management System (CMS) known as Press Publisher (see [url removed, login to view] for more information). This CMS uses Liquid code. The Mostly Medicaid team has access to most html elements, with limited access to some header components and no access to server components.

2.2. Ability to change code / web design: Successful bidder will NOT have guaranteed direct access to change website code or design. Some access may be granted to style sheets and code templates, after appropriate backups have been made. Any changes key to successful implementation of your proposal must be identified in your proposal clearly, and approved by our team. Our web team will own implementing any approved changes, and may or may not require your direct assistance with coding changes. Your proposal should reflect these possible limitations.

2.3. Access to traffic data: Successful bidder will have access to weekly traffic reports provided through Google Analytics (GA). If bidder is able to track using GA ID, the ID can be provided. Direct access to the company GA dashboard may be provided upon request.

2.4. Access to market research: Successful bidder will have access to existing buyer market research for market audience.

2.5. Deliverable review process: Deliverables must be submitted electronically, with the subject line: “Formal Submission of Deliverable X.” Once deliverables are submitted for review, deliverable will be accepted or rejected within 10 business days. Buyer review is based on the Acceptance Criteria for each deliverable, shown in the proposal workbook. Written notification of acceptance or rejection will be provided. Buyer team will provide deliverable review comments after each formal submission of deliverables by vendor, using the review comments template shown in the proposal workbook. In order to ensure deliverables meet requirements, vendors should plan on deliverable acceptance after one revision to the deliverable. Acceptance is not guaranteed at any number of revisions.
