Recurring Customer Payments - open to bidding

Before I begin explaining the project please know that I'm looking for a quote so that I can plan for this project- not start on it right away. If you could prove me with:
1. A quote for the project
2. A timeframe for the project
by tomorrow that would be great.
I have a website called homecarehut.com. It's a crowdsourcing/sharing economy site where customers can order lawn mowing and yard work all online. Those orders are then automatically sent out to contractors we've signed up.
Currently customers can only order one time lawn mowing. An email is then automatically sent out to all the contractors in the area and the order shows up in their account and is available for them to accept. You can see the order form we use at [url removed, login to view]
I would like you to make it so that there is a weekly, biweekly, and one time order option for lawn mowing customers and a weekly, biweekly, monthly, and one time option for hourly yard work. Each of these would be slightly different prices- for example one time orders would be slightly more expensive than recurring weekly orders. You would also have to delay the automated emails and when the orders show up in contractors' accounts so that they only go out 2 days in advance, rather than several weeks in advance. I do have an admin panel which makes putting in new prices and new categories extremely easy. Lastly, I would need the ability for either me through the admin panel, or a customer, to alter or cancel their order plan if needed.
