You are only designing the front end and converting it into functional HTML. No CMS is needed. You are doing nothing on the back end. Backend will be done after ui/ux design.
If you have experience in Laravel or Express as well, You will have a greater chance of taking backend development. But this will discussed after ui/ux work.
1) Create Vue App as mentioned in the PPT
No MySQL or other backend database should be used by you. You can use mockup data or json
2) Design should be beautiful, fashionable and responsive
You will however be using various 3rd party JS and CSS libraries to achieve the animation effects. Try to make the number of libraries as few as possible.
This is a fixed price job. Please submit estimated time and cost
