Remaster the Climatech Estimating Excel Spreadsheet

Climatech needs some fine tuning for its standard estimating sheet. Our estimating sheet is used for construction cost tenders in our business. The sheet is used to compile and present/assess a number of tenders from subcontractors for equipment and trade labour. For a number of years we have been using our standard sheet (refer to attached excel file: "Climatech Current Version Estimating Sheet".
I have compared the sheet to the version used by another company in our corporate group (Sth Air/SAC), and would like to re-do our estimating sheet incorporating elements of that sheet.
I require a very competent and fast working Excel expert to deliver this for us. It wont be difficult Excel work...I simply dont have the time to do it. As this excel sheet will form the basis for large $$ tender bids, it is CRITICAL that the formatting of the cells in the sheet is accurate.
Essentailly, I want the project outcome to be as follows:
A clean, concise and easy to use estimating sheet in accordance with the instructions below; and
Good communication for alterations and changes with the succusful bidder, as there will be some tweaking and fine tuning to get this done right.
Good written english communication skills are essential.
Spreadsheet Requirements/Instructions:
There are 2 spreadsheets attached; "Climatech Current Version Estimating Sheet" ("Old") and SAC Estimating Sheet ("SAC"). We will use elements from both these Sheets to create the "New" sheet
Tab 1 of the New sheet will resemble the layout of the tab in SAC titled "Estimate Summary Form"....so the pages will run across the screen and print in portrait A4.
As you will note, the title blocks in the SAC sheet are very dated, as this is an old spreadsheet. Need to modernise this. Title Block to resemble the Climatech version in the Old Sheet (ie with the Climatech logo button).
You will note that there are drop down lists in the Old sheet. I would like to keep these if possible....but I dont want to do it with hidden rows. One of my former employees set up this sheet, and the hidden cells create all sorts of problems and are dangerous when estimating as the $$ go missing too easily.
The 2 tabs "RFQ-Equip" & "RFQ-Trade" from the Old Sheet need to be carried over into the New sheet as an extra Tab.
The Sheet "Suppliers" from the SAC sheet should also be carried into the New sheet as an extra Tab
The tab "Sheetmetal Costs" in the old sheet should be carried over to the New sheet, and should be the last tab in the spreadsheet.
Its important that the spreadsheet be user friendly and easily customisable so we can add extra items (eg new suppliers in the drop down lists).
In terms of visual aspects, keep it nice and clean and easy to read.
Ok, I know thats a bit confusing, but I'll provide plenty of feedback to the succusful bidder.
