Simple dc power supply

I am looking to layout a very small work station controller that accurately regulates the dc power from a laptop power supply and has a digital readout of the volts being used as well as a control knob to adjust the voltage. There will be two 1/4" phone jacks, the first jack will be to open and close the circuit via a foot pedal and the second jack will be the output to the tattoo machine. The power supplies that I have looked at are about 19v but most tattoo machines rarely go over 12v. The amps drawn are probably not more than 2-3 at any point. I am just looking to send a very clean power to the tattoo machines and have an accurate reading of the volts being used. I have a much more intricate design for a high end power supply in the future but need a simple power supply to help fund the larger project later. I have the ability to CNC machine the project housing here at my facility and only need help with the electronics layout and parts recommendations. I have attached similar products just to give an idea of what I want to produce. I can design the case entirely around whatever board we need to use.
