Joomla Template and ACL Troubleshooting

I'm having two issues with my Joomla site ([login to view URL]) that I'd like help fixing.
#1. When you visit the site using IE, you'll see that it doesn't display correctly. In Chrome, Firefox, and Safari, it display fine, but for some reason in IE it doesn't display any of the formatting.
#2. There is an error with the Joomla ACL table that's keeping me from changing permissions on one of my components. Again, I've looked at the table but can't understand why the error is occuring.
