Clean up 2d Autocad file

We have been working on the design of a 9-townhouse project in Autocad and after so many versions and iterations, it's become difficult to use. It has hundreds of layers, isn't organized and is difficult to print from. The purpose of this project is to generate a new Autocad file that's manageable and consistent with what's typical in the industry today.
This would involve:
- Consolidating into a few layers (we'll specify which)
- Proper use of measurements
- Object groupings that are useful
- A new template for printing from viewports that's standard and professional with scale key
- Standard annotations
- Other adjustments based on your experience that make the file easy to work with and consistent with industry standards
The file contains a model with nine drawings (site plan, 1st floor, 1st floor without cars, 2nd floor, 3rd floor, roof floor, exterior elevation 1, exterior elevation 2, interior elevation) and nine viewports with annotations. In addition, the same file has a street level view of the whole street which should be in a new file or in the same file. We welcome your ideas on how to make the drawings easier to navigate and more consistent with industry standards.
This is part of a project that will have several parts, so we welcome people who can work over several projects so they get to know the development.
