analog video broadcast via wifi and view on android device

we want to make an android app that decod broadcast wifi analog video over wifi which can be display on android device,analog device as analog monitor.
we take normal video composit signal then convert to digital and broadcast to wifi.
other side,android device will connect the same wifi signal
then decode the data and display on android device.
90% work required as at application side, 10% is hardware encoding side.
example would be google cast mirror dongle, which take video data over wifi and transmit to dongle via wifi to tv .
we want to design the same product , it should work opposit instead of sending data to dongle , we wanto to recieve data from wifi to dongle.
