Desktop and Web based Software application

Hi,
I require a software application that will run in a kiosk environment.
1) The user will login to the machine and pay to use an attached training machine.
2) The machine will run a few training drills for the user until the user's time is up.
Custom software needs to be written to interface with the user and would need to extract and save information to the internet.
Certain settings for each user will need to be stored in a web-based database.
The payment will take place through a web-based payment gateway.
Usage of the machine by the user will be recorded in the web-based database.
I am looking for a developer who has experience with applications such as this, i.e. a PC Application with the ability to access the internet for its data.
If I may, I would have a few questions for potential candidates on how they would proceed with this project before posting more detail on the requirements of the software for the actual project.
