Create 5 page html website

For one of our clients we would like a 5 page website build in plain html. See attached a PDF of how the site must look like. Please ignore page 1, it is about page 2 til 6 in the document.
The format is much like their original site which I can give as a 250 Mb zip file. You can then easily use that source for the needed format, pictures and so on. Keep very much in mind that I don't want a 270 Mb file back as a product but only the needed files which should be more like 1 or 2 Mb.
Delivery must be:
- working 5 pages of the website in html or php
- a zip with all files needed so I only have to upload them (will I do myself)
