Convert a Template to a Website

Hi I need a website designed to do what this site does.

-Classified adds type of site

- Preferably use a word Press or Jooomla Template

-French and English Section

- Integrate Ratings for profiles and postings

I want the front end of the website to look awesome and be SEO friendly with a back area that is equally awesome .
