Create a test plan that will cover all the user functionality of my app based on screen shots

We are developing an application that allows users to build fun messages and send them to friends using a Win 7 or Win 8 touch screen. I need a tester to look at the design comps (screen shots) and to build an extensive test plan from them so that our developers will know what tests need to pass inorder to be complete with the project.
Scope: The specification document has about 30 distinct screen shots which express roughly 50-70 applicaiton features or behaviors. Each of these features will need the following:
A set of user stories that express all of the functionality of the application.
The user stories should be in the following format: "As a user of the application, I need so that "
example: As a user of the application, I need a carousel of message categories with descriptive text so that I can swipe horizontally through them and select the category of message I wish to send
example: As a user of the application, I need an exit button clearly displayed at the top right of the screen So that I can exit that application at any time.
example: As a user of the application, I need a login form So that I can log in to the applicaiton and save my messages
An extensive set of user test cases, including input values and expected results for both positive and negative test cases.
I will send the specification document to prospective bidders.
