Create Photoshop plugin for image editing

I'm looking to have someone create a Photoshop plugin/extension that has the following functionalities:

* Displays my various Photoshop actions

* Lets preview all my action sets (how they would look on the image once applied)

* And "apply" the action set to an image or batch of images

Very simple. I'll be happy to provide examples of this when you apply.
