Automatic Parking Detection tool using Image/Video Processing

Videos are recorded using cameras installed on road side. Objective of the project are:
1) To estimate what vehicles are parked on the road side (ex small cars / trucks) and for how long.
2) Illegal parking on the road side (for example double parking)
Coding should be done ideally in python. But matlab code can also work. I have a few video recordings right now. I can share is somebody is interested.?
