A simple web system with control panel - Phase 1

This is a simple system that should be database driven and will include publicly accessible and private areas. A simple tree configuration. Content publishing and image upload. The system is at phase one and I would like the programmer to be able to work with me on coming phases and mods. We will provide design and user interface. We will need help with developing database and functionality. Will include idea map and relationship chart that we thing is very clear. we can skype or chat if needed. we are on a tight deadline here and would like something basic by the 10/26. It must be installable. This is custom development and will not deploy any CMS or Forum platforms because we are very familiar with them all and non of them fits the project. So, please do not suggest any! Thanks
