booking software

I would like a software that can be used in conjuction with a uk DRIVING TEST SITE. The software must have the option to choose the time, date and location and search for any cancellations within this criteria. Also the system requires to input your licence number, theory certificate number and booking refrerence number. i need this program to work for both people who are taking tests and who aren't. for example like the driving intructors who is looking to book their tests for their pupils where they can enter pupils details and book the test for them using the software. Also it should have some special code for limited use i.e? 30 days? untill it is renewed again.

it should send a text message to cell phone number to confirm bookings. to operate the software, it should require a unique id for invidual users i.e licence number.
