Convert Excel plotting routine to standalone executable

I would like my Excel, XY data plotting spreadsheet to be converted to a standalone program so that it runs alot faster.? The spreadsheet with macros is fairly simple, it creates an xy scatter plot from a point database in Excel, the colour of each point on the chart? is set depending on the value of a data variable associated with that point? for a selected time period.
The Excel database consists of time based point data where certain variables associated with each point change over time.
The? user simply selects the period (date) of interest, the variable to be plotted and the ranges of the values to be coloured (i.e. the legend).
Note that the database may become large so Excel may not be the best repository. We could simply store the data in CSV or TXT format.
The deliverable is an excutable that acts as a front end to a database of point data.
