CAD Service Provider Commerce Site, similar to elance, guru with limits

I want to convert my website into a commerce site similar to? ifreelance.com. Some of my site will remain intact so I prefer this site to be php as it is now.

This website will strictly? dedicated for CAD (Computer Aided Design) Operators and related fields (AEC community) only.

I need the ability to have registered users be tracked by location. The idea would be to have different rates or requirements for different locations possibly tracked by IP address.

## Deliverables

For commerce portion, I will require PayPal payments at minimum and open to other payment options per programmer suggestions.
