Build appealing community site incl. forum & webshop

Please find my project details below:

Project scope:

- build an appealing front page of a commercial expat community forum including style sets, themes, banner and logo (new style, round shapes, apple-like, easy navigation -- details will follow)

- include forum with integrated webshop (preferably drupal, but vbulletin is possible if really needed)

- include webshop with paypall and easy administration (same layout as front page but with same categories as in forum)

- forum topics need to seemless interact with webshop categories (products have to come by on a rotating basis based on area you are in the forum)

- ability to do auctions for a period of time (e.g. 50 hours until sale)

- room for banners and advertisement (but very discreet)

- develop logo

- area where people can upload their photo's and can tag them.

Requirements:

- easy to moderate any part of website, forum & webshop through administrator function

- webshop and forum need to be single logon

- multi-language capabilities (french, english, dutch)

- customize templates into style (creativity required)

- mod for easy user interaction and communication within site

- add poll functionality to forum

- empty advertising banners to be developped on the bottom and side of the site

- transfer site from testing environment to production

- secure site

Nice to have:

- Facebook integration

- Twitter

- have Drupal & Joomla running to start (vbulletin possible but I prefer open source)

- suppliers can login to the webshop to see their products that are on sale

- supplier is notified when product is ordered and needs shipping

- other mods / enhancements that will make the site more interactive and user friendly

If performed well, repeat sales and maintenance of site will be possible, including developing mailing listing, google optimization etc. Prefer at the start, a smart, individual developer over commercial company, price is important factor so no rush (2 months development is fine).
