Custom Pic in fanpage wall facebook app

I need a facebook app with the same function:

The application is made with flash and lets you upload a picture from your hardrive or take it from webcam, then in step 2 you can add text and shapes to make it funier, in step 3 you publish the picture.
NOTE: The pictures are published on user's wall with a custom message and in Fan Page wall with link to publisher and also is added in Fan Page Photo Album.
If you can also do this with HTML instead of flash would work too, but i guess its easier to make it with flash.
