Carrier Tracking Application (Fedex/UPS)

Create a tracking application for UPS and Fedex that can be run locally on a Windows XP/Vista7 workstation in addition to a web application (php and MySQL or SQL Server if a database is required). The application must import a file (either excel, csv or tab delimited) with multiple columns. Once the file has been imported, you will have the ability to assign the columns that are required for the application to work. All other columns should then be ignored.
Application should be written efficiently with the ability to process hundreds and possibly thousands of records/rows/tracking numbers within a reasonable time frame (1-2 seconds per record).
