Build a mobile application for all platforms.

I have an idea for an app that needs to be designed for Ios, Android and Windows as well. The app is meant for our web-development company. We require an app where our customers can login and connect with our developers when our developers are online. The app is meant for the purpose to track the time our developers are online as we charge our clients on an hourly basis. The customers must only be able to chat with the specific developer he/she is assigned with, only at the time that developer is online. The customers must receive a log and calculate the bill for our services. They must also receive a notification everytime their assigned developer comes online to work and get a notification that includes "time spent" after our developer goes offline. We want this app to have a flat design GUI with a dark theme with neon green accents. Kindly let me know of your prices and how long this app would take to develop so we can discuss further.
