Cross platform mobile application for SMS campaign

We currently need a mobile application developer to develop an app in a cross platform mobile application framework such as Rhodes, PhoneGap, Titanium, Mosync, Mytopia, XML VM etc.
This lightweight application communicate with a web server, and allows the user to login to their account, choose a saved site/group, be able to also choose the preference of contacts to send it to, followed by a subject and a message limited to 140 characters that be sent through our marketing platform. This should all be done with a few button presses allowing the device to act as a “remote”. The application functionality mimics web site functionality. Additionally we are looking to use sqlite because of it’s cross platform capability to store data.
Ideally once logic is coded, we want to be able to deploy Rim, Iphone, Android, Windows Mobile and Symbian versions from the same codebase.
