Audio Vu meter Stereo/Mono plugin code API

I require source code for an Android application presented as an interface for a Stereo/Mono VU meter for incoming real-time audio or pre-recorded audio. Realtime audio will be via Microphone (on board) or Bluetooth Audio microphone. The project will be targeted at 4+ Android version.
The Interface will allow selection of mono or stereo VU meter and act as an analog VU meter does in professional recording equipment. The VU meter should indicate if the incoming audio is clipping and as such the vu meter scale should accurately represent the level of incoming audio over a windowed sample size. This window size should be selectable through the interface class(es)
The end application is Android and as such should be compatible with android Handsets and tablets. This means scalable graphics.

A bonus will be the user turning on peak detection whereby a second needle in a different colour will persist for a second then fade indicating current peak level. This process will repeat until the feature is turned off by the user.
I'm sure a lot of this code exists already for such a project it needs pulling together and presenting as an interface/drawables etc so that a our native application can utilise it at will.
The designer will formulate the interface, generate graphics based on the supplied example (once ratified with the project owner) and offer documented source code.
This project of for a custom UI component only. You need to provide the graphics, design and functionality. You do not need to know about Bluetooth or other low level areas in my application outlined. As such in the Interface to the component I wish to control the VU meter needle and Peak needle from my code. You will provide the class and methods to do this,
This makes implementation simpler. Please provide the UI component and capability to import, use ans scale in my applicator.
