Custom Module Position needed for responsive template

designed a site for a client
The issues that need to be fixed.
1. We need a white footer banner that runs across the screen (bottom) in a module position.
On this footer banner we want to display a menu and a logo, see attached file please...
There is no current positions in the footer area
We are using the full screen image gallery module which might complicate this job, or not.......
This is a responsive template, and therefore the module should adhere to this requirement and respond to every platform, ipad, iphone, pc etc....
