A Site Similar to Rate My Professor

I'd like to have a site created that's similar to RateMyProfessor.com. I need it done with VB script and HTML. I will need the MySQL queries to create the needed tables in the database along with the script for the site. I would like to have a few categories that have a 1-5 rating and a larger area for a longer description. I also need maps to be integrated so the user can choose their section of town based on highlighted areas of the map. I want these ratings to be searchable as well. The site will need to have an option to be able to be in various languages in the future. The site will also need to be optimized for search engines. Also, the site needs to have an Admin side where an admin can log in and manage various categories. I will need spaces for banner ads as well. I will provide the graphic design, I just need the functionality. My budget for this project is up to $350.
