App to communicate with 1000 person client base

I require an app that will communicate with a companies existing 1000 clients to try and drive customer retention and engagement.
The features are

initial splash screen to rate the company.
news page with social sharing of articles
refer a friend feature(by email, link share or phone number)
competitions, surveys
push notifications
A CMS or backend to administer the app and create news articles, messages for push notifications, user management
On the technical side I would like hybrid app that can be wrapped and submitted to ios and android app stores. If you have experience with [login to view URL] it is the preferred wrapper.
The backend should be PHP, preferably laravel.
