A web page for Online Money Transfer

I want to establish an on-line Money Transfer Firm and i am looking for someone who can design for me a simple nice website for such site. It is not just to design the site but to ensure that it has high security. What security platform will you use? 5.0 Which website is the Best one to be used?

The freelancer who will explain to me in brief details and Less expensive will win the project and we shall work on a long term bases. Milestone will be created and money released only when it is tested online for one week
