Build a Website - Foodgawker Clone w/ QR Code

I need a clone of foodgawker dot com (or pinterest, but with perfectly aligned rows like foodgawker) and I need a simple admin to upload images that link to a url that I input. When uploading a pic / link, I need a QR code / logo watermark to be generated at time of upload that will pull up that particular url when scanned and then overlayed like a watermark in the lower left of the image (see photos). The system simply needs the ability to create categories, the menu on top to choose the categories, and the page to add new images & pay via paypal ($1 USD) to add it to the database. Would like to approve new submissions to ensure no inappropriate pics. Can be a wordpress plugin, from scratch, or modification of a script you already have to pull it off. Looking for the lowest price to get the job done. Pretty simple project.
