Automatic Chart Builder - repost

I want to build a program that imports a CSV file (with a certain time/date & column format) that then automatically builds a series of charts from the data and puts them into a Microsoft word document or excel document and depending on what data is like include some standard phrases (eg, if data points 1 to halfway are greater than data points halfway to the end; printlin: "There has been an increase in energy usage towards the end of the period).
I can do some coding myself so leaving those areas open is ok.
The charts should be similar to what is produced in Microsoft excel - the user should be able to edit what the graphs look like (colours, fonts etc) and also compared the data with the outputs from [url removed, login to view]
The client will need to specify the type of intervals (10 minutes, 15 minutes, 30 minutes).
Some advice on how this would be be built is also required - I'd prefer a standalone program although it would make more sense to possible be an excel add in program, but a stand alone program would be preferred.
