Convert Html Site to Wordpress

I have two html sites that I need to convert to wordpress.
The tricky part is, that I have traffic coming into the subpages of the sites from links all over the internet, so I need all of the current urls to be somehow safely redirected to the new urls, without hurting search engine rankings.
Also, I have used SSI for the navigation so all the pages of the sites are named with .shtml.
Please let me know how you plan to redirect the current pages to the new wp url in a safe way so as to have the page load quickly and not hurt any search engine rankings.
One site has about 65 pages and the other one has about 25.

I will provide the themes to use for these. Also, I will need each wp site to include:
- a contact form
- the home page set as a page, not list of posts
- I need an aweber opt in form installed in the sidebar
- I need permalinks set up with apache or a mod rewrite so that all the urls can be like this: sitename/[url removed, login to view]
- I need the latest post headings in one sidebar and the latest pages listed in the other.
