Delphi 2010/API implementation for [login to view URL] API

I would like to find a developer to produce Delphi 2010 compatible source code and a demo EXE which allows the user to send SMS and initiate phone calls (using a TAPI voice modem if this cannot be done using VOIP over the internet) using the [url removed, login to view] service. User must be able to specify the caller ID to be displayed (this is simply a parameter in [url removed, login to view]). Thanks.
