I have a client with a site that facilitates entries into sports events(triathlons, cycling and running races).

The site has already been developed and is up in running in production.

Right now there are two small changes for the website

1. Add SMS notifications, these should go out along with an email notification when clients enter into events using a SMS gateway API

2. when clients enter a race they need to have a licenses, otherwise they have to purchase a temporary license. there is a web application with an API that can be checked for the existence of a license using the entrants ID number. I would like this check to be done while the user is entering into the race.
