ASP.NET Need help with some coding

I am using asp.net with c#. I have a hyperlink on the page. Actually I have 50 of them on this page.
What I like to do is that if the user clicks on any hyperlink, it will first validate if they had logged in.
If so, it will allow them to view the video that comes up. If not, they will get a pop-up that says they do not have
permission to view the content.
Need somebody that is an expert in asp.net to assist in this.
My budget is between $25 - $30 for this. Need somebody to do coding and or/assist with it.
