Want a simple html header, Text with solid background

コンテスト概要

Look at the attached file. I want a simple HTML header I can reuse, and I want the background border to extend a fixed (say 15px) past the end of the text, whatever it is.

I'd like the header to be kind of responsive, so it's large on mobile and desktop.

This should take someone 5m but I'm having a hard time getting it right.

I don't know why it says "supported file types jpg, png, etc, but HTML only plz.
