MS word expert needed to recreate the formatting and layout of a non-editable scanned PDF -- 4

I'm looking for a freelancer who is an expert in Microsoft word to recreate Tables, contents, designs, layouts and formatting of a 4 Page scanned PDF which is non-editable at the moment. The texts of the file are in English. so the idea is to recreate the structure of the PDF into an editable form in Microsoft word, so that we can place the translations later accordingly. The file has many tables and very hard design and formatting to maintain. So looking for an expert in MS word only. Thanks!
