Apache Tomcat 6 and Windows Server 2008 connection issue

I require the MS SQL Server 2008 to start before Apache Tomcat 6 server. I tried two methods:

1) The registry method

2) Altering Spring XML of my Java application

However both the methods above does not enforce any change to the settings.
