Develop ui/ux, mockup or wireframe and complete website plan

**PLEASE READ ENTIRE PROJECT DESCRIPTION** We have a website that has been slowly developed over the last 5 years. We started with a basic concept and as our vision grew we kept adding features to the website. Due to that, the site has outdated technology and lacks flow and I think it lacks logic and has a bad user experience. We are in search of someone who can PLAN our entire website from start to finish. We need someone who is very experienced in the latest technologies including angular, node js, web rtc, and twilio call centers. Our current website is very large an incorporates many different technologies. It is important that the freelancer completely understand our current offerings and develops a plan to completely rebuild our website from scratch. The freelancer must be an expert in UI/UX to make sure the website plan offers the best flow and ease of use so that our visitors turn into clients, The website may have in excess of 70 pages, but most pages are just duplicates specific to each state. So, in other words, the template is the same, just different content for each city/state. I think there may be 20 unique pages approximately. Additionally, we will need a mobile app plan as well. Please understand that this project is NOT FOR WEB DEVELOPMENT OR DESIGN. This project is for PLANNING the entire website from start to finish, page by page, feature by feature. EVERY page must be explained. Documentation must be provided thoroughly.
