TGP network creation

I would like to setup a network of tgp websites. The project consists in the programming/configuration and most of all it's about promoting the network and make it profitable, creating high traffic, so internet marketing experts are welcome. So i am searching first of all for an experienced freelance who can show the results of his work and can proof that we can create high traffic websites.
