Create Outlook Addin That Creates Distribution Lists

I need a small Outlook XP/2003/2007 Addin. The Addin will be used to workaround the Distribution List size limit that Exchange server has. The Addin will read all contacts in a public folder, then create all distribution lists it creats in a subfolder of the contacts subfolder, then add all the distribution lists it created in a "Master DL" in the main public contacts folder. I want to be able to configure the following in an xml file: 1. Contacts Public Folder. 2. Public Folder for distribution lists. 3. Number of Contacts in each distribution list. 4. The name of the "Master DL". The Outlook Addin must be written in VB6 or VB.Net. You must provide full source code. The addin must run without causing outlook to pop up security warnings.
