Animated kid's story video 30s video editing

I've three character pictures(rabbit, cat and a bird) hand drawn by a kid and looking for talented 2D video animator to animate them sync with the voice over. Since it is in Sinhalese(Sri Lankan's language) I can provide time line translated to English. Total time will be nearly 30s. No need fancy animation but the story to be tell using the video animation is the goal. You have to add cartoonist background. You have to cut the charters from the provided drawing and no need to out line but use the same is totally fine.
